The fact that the machine runs in safe mode just fine and after a reboot suggests some driver conflicts somewhere rather than a hardware fault. I had to enter safe mode and reset/disable it.

Ran full scan of MalwareBytes, Spybot Search + Destroy and Windows Security Essentials. Which moved the "safe" value of 1333mhz up the normal 1600mhz.
